Minutes of the meeting held on 14 September 2009 at 6.30pm at Monkton Village Hall.

29/09-10        MINUTES OF ANNUAL PARISH MEETING
 
The minutes of the Annual Parish Meeting held on 18 May 2009 were agreed and signed by the Chairman.
 
30/09-10        MINUTES OF PARISH COUNCIL MEETING
 
                        The minutes of the Parish Council Meeting held on 13 July 2009 were agreed
                        and signed by the Chairman.
 
31/09-10        ANNOUNCEMENTS

32/09-10        REPORT OF THE CLERK
 
Clerk informed the Council that an estimate to repair the bus shelter in Monkton had been received by Jakeman in the sum of £195.00 (inc VAT).

33/09-10        FINANCIAL MATTERS
 
a) Payments and receipts as listed were noted and agreed.
 
b) The Chairman proposed that the Council agree to a financial contribution of £50.00 to Monkton Ping Pong Club to assist towards purchasing some new bats. The matter was voted on and agreed unanimously.
 
c) Councillor Way questioned whether the laptop computer was insured. Clerk to check with the previous clerk, Mrs. Gardiner.
 
d) Councillor Wade informed the Parish Council of the availability of Grants for County Members. It was suggested that funds would be useful for the Play Area, the Finger Sign and maintenance of the roundabout. The closing date for applications is the end of the financial year.
 
 
34/09-10        MONKTON RECREATION GROUND
 
It was agreed in principle to accept the offer from TDC; which was the transfer of ownership of the Recreation Ground from TDC to Monkton Parish Council. However, more clarification from TDC is necessary before an informed decision can be made. It was noted there are financial implications of taking on such a responsibility but this was balanced against how the facilities could be commercially developed.
Clerk to contact TDC to confirm Monkton Parish Council are very interested in pursuing the offer but more information is required before a decision can be made.
 
35/09-10        KENT INTERNATIONAL AIRPORT
 
                        Following Infratil and TDC’s new discussions on facilitating the introduction of
a Night-time Flying Policy at Kent International Airport; Monkton Parish
Council confirmed they are not against the development of the airport but recognised that the quality of life of local residents must be appreciated. Therefore, it was agreed to object to the extended flying hours of 6.00am and 11.30pm, and also, the suggested amendment of the fine system.
                        Clerk to organise letter.
 
36/09-10        COMMITTEE REPRESENTATIVE’S REPORTS
 
Highways: Cllr. Wade reported there are grants available for local villages with Highways issues.
                       
MYFC: Cllr. Wade noted MPC should inform MYFC at the informal meeting with them on the 16th September, of the possibility that the Grounds may be transferred from TDC to MPC.
 
Planning: It was noted that work had commenced on 85 Monkton Street. Clerk to confirm details of the planning application.

Regeneration: Chairman proposed MPC accepts and agrees to the estimate received from Jakeman concerning the Bus Shelter outside the Village Hall. The price quoted was £195.50 (inc VAT).
Clerk to organise an acceptance letter to complete the work as soon as possible.
 
Speedwatch/TRRG: Chairman invited Tony Luckham to speak. Mr Luckham carries out speedwatch duties in the village. He confirmed at least 15% of cars passing through Monkton exceed 35 mph. A log is kept and sent to the Traffic Dept. If the car registration appears twice a letter is sent out and after five times the police will target the vehicle.
 
Village Hall: Cllr. Way confirmed the outside of the Village Hall had been repainted. It was agreed this was a vast improvement to the area. It is hoped that rental of the improved Hall may now be increased.
 
Cllr. Mrs Butler: Agreed the new facilities were a vast improvement and confirmed there was to be an opening of them on the 3rd October by Cllr Charles Hibberd. All Cllr’s were invited to attend.
Fund raising would continue with a possibility of an evening on the 21st November.
 
37/09-10        PLANNING
 
                        The status of outstanding applications was reviewed.
                       
                        F/TH/09/0575   73 Monkton St- erection of 2No. Two storey Dwellings
                        Following demolition of existing.
                        This is a renewal of TH/06/0651 as 3 years have expired. CURRENT
 
                        F/TH/09/0585 Thanet Earth, Seamark Road – construction of a wastewater
                        mains.
                        This is essential work. The waste water pipe will go across farmland to the
water pumping station in Minnis Road, Birchington. MPC brought this application to the attention of Birchington Parish. CURRENT
